Monitoring the use of grants to fight killer diseases in Georgia

The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to lead the global response to the spread of some of the world's deadliest diseases. Its primary role is to increase and effectively channel those resources available from the international community. Since its launch in 2002, it has disbursed more than $4.9 billion in 131 countries. In each country the Global Fund people at tableappoints a Local Fund Agent (LFA), responsible for conducting institutional appraisal and financial management reviews of grant recipients. Crown Agents is its Local Fund Agent in Georgia, Kyrgyzstan and Kazakhstan. Our role is to conduct on-site assessments to verify that potential grant recipients have:

  • Appropriate financial management and accountability systems;
  • Sufficient capacity to manage program implementation;
  • Realistic program plans;
  • Appropriate procurement and supply management systems; and
  • Sufficient monitoring and evaluation arrangements.

Post assessment reports are submitted to the Global Fund recommending either grant signature, disbursement of funds, or identifying further institutional strengthening or programme planning support requirements. The role involves an ongoing monitoring role monitoring results against progress indicators and review disbursement requests and making recommendations on the amounts to be disbursed. We also and carry out additional ad hoc reviews to safeguard Global Fund's fiduciary position and monitoring whether the Fund should continue financing. Crown Agents has monitored Global Fund disbursements in excess of £175 million
