Central to Pakistan's long-term development strategy is the strengthening of public financial management and we have supported various bodies in pursuing revenue and procurement reform, debt management and capacity building.
Preparation for natural disasters and recovery are other areas of focus and we have worked with the Earthquake Reconstruction and Rehabilitation Authority (ERRA) to help develop planning, monitoring and evaluation, communication and management information procedures.
We sourced 10 urgently needed modular bridges valued at £1.3m following the severe flooding in Pakistan in mid-2010, as part of a pre-agreed DFID-funded initiative.
We also worked with DFID to provide emergency assistance following the 2005 earthquake in northern Pakistan, which claimed more than 80,000 lives and left 2.5m people homeless. Within six months CHASE OT established an operations room, deployed search and rescue teams, distributed tents and blankets, orchestrated air-lift operations and recruited water and sanitation engineers.
At the same time we have continued to deliver procurement services for DFID and for the Ministry of Finance under a $150 million Japanese Non-Project Grant Aid Programme.
As part of the government of Pakistan's Poverty Reduction Strategy in 2004 Crown Agents, under DFID, reviewed and strengthened the procurement systems in the Federal Ministries of Health and Population Welfare. We prepared a manual of procedures; delivered on-the-job training and reviewed the ministries' supply management systems.
We opened a permanent office in Islamabad in 1984 to support procurement for DFID and later opened a branch office in 2002.
